Can you see any visual NEC violations in this sub panel?
Why couldn’t the building inspector see them?
2005 NEC Code § 250.24(A)(5)
A grounding connection shall not be made to any grounded conductor (neutral) on the load side of the service disconnect.
When neutral conductors and grounding conductors are connected at sub panels the neutral current can now take multiple metallic return paths back to the service entrance panel according to the relative impedance of any given pathway. This unbalanced current, .54 AMPS, creates magnetic fields around the house all the way back to the service disconnect panel.
2005 NEC Code § 250.6 Objectionable Current over Grounding Conductors.
(A) Arrangement to Prevent Objectionable Current. The grounding of electrical systems, circuit conductors, surge arresters, and conductive non-current-carrying materials and equipment shall be installed and arranged in a manner that will prevent objectionable current over the grounding conductors or grounding paths.
Additionally current is not allowed on grounding conductors except for clearing a fault and never for regular or continuous operation.
The sub panel in this video is actually set up as a service entrance panel since it lacks an isolated neutral bus required for sub panels.
Question: where was the building inspector on this? My client states that this electric work was done as part of a larger remodel which required a permit in Sacramento County California.
There are additional violations of the National Electric Code at this house so I suggested to my client/owner that I trace and fix this problem with my EMF electrician as these violations are a fire, shock and health hazard.
